Conflict of interest, public school, legal recourse

Is it legal for a coach of a public school lacrosse team to favor his son on a high school lacrosse team? This is what is currently happening on my son's team. The coaches son's are freshman, not that good, and is getting to play multiple positions-and pretty much the whole game. Upper class-men have been cut to allow for these players to get on the team, denying the cut players the opportunities to get scholarships to colleges. What is the legal recourse in Virginia?
